Frank E. Allard

Frank Allard, his word was as solid as any contract.Frank passed away at his home on July 6, 2017.
Frank Ervin Allard Born July 21, 1937 – Born in the Township of Middlefield, County of Otsego, NY, to Kristine (Kovac) Popit and Frank C. Allard.Frank was raised by foster parents May and Bill Vincent in the hamlet of Westville.These are the only parents that Frank knew.Raised to maturity May and Bill tried to adopt Frank but his biological mother refused consent.Frank graduated from Milford High School and joined the U.S. Navy. Frank was especially proud of his service in the Pentagon with U.S. Naval intelligence where he had Top Secret clearance.After an honorable discharge Frank spent a year in Hartwick College, Oneonta.Frank worked in many parts of industry including, Agway, New York State Electric and Gas (NYSEG), farming, an Assistant Manager's position at Grossman's, feed mills and the Susquehanna Valley Tree Service formed in partnership with Robert Moore.Subsequently Frank worked for Otsego County from which he retired.At this point he moved to Paradise, Pennsylvania with his wife Joyce Fay.
Frank was married three times.Frank's union to Joyce Carolyn Thorn gave him one son (deceased) and one son estranged and living in New York.Frank and Joyce Carolyn divorced and Frank subsequently married Joyce Fay (Zueidema) Holly Allard.This union gave Frank an estranged stepson (Daryl).Following the passing of Joyce Fay, Frank reunited with his high school sweetheart Gloria (Heisson) Garrick Allard who survives him.This marriage yielded stepchildren Vicky and Paul in Knoxville, TN, Heather in Nashville, TN and Roni in Maryland.
Frank leaves behind many others who love him including:
Brother-in-law and sister-in-law Gary and Lois Kaneg, brother Robert Roseboom and sister-in-law Iva Roseboom, good and dear friends Curt & Connie Rounds and Richard and Janette Peeters of New York.
Frank also enjoyed a close and on-going companionship with the Amish community.
Frank was raised with the Methodist faith.As a younger man, he was active in the Church and formerly a member of the Westville United Methodist Church and the 1st United Methodist Church in Oneonta.Frank also attended Grange and was on a degree team as a member of Westville Juvenile Grange.
During the late 70's, the 80's and 90's Frank was active in the breeding of horses and raising Belgian draft horses.He was a lifetime member of the Belgian Draft Horse Corporation and past member of the Percheron Draft Horse Association.From 1980 until 2015 he was a member of the Eastern Regional Draft Horse Association, having served as President for two years and on the Board of Directors for a number of years.
During his late years Frank enjoyed a collection of antique tractors.
